Chief Child Protection Attorney at Commission on Child Protection
March 2006 - June 2011 | Hartford, CTI was appointed the first Chief Child Protection Attorney for the State of Connecticut in order to implement legislation requiring a separate agency to establish a quality system of legal representation for children and parents in child protection proceedings. During my five years in that position I established Standards of Practice for the Legal Representation of Children and Parents in Termination of Parental Rights and Neglect Proceedings; created Model Child Welfare Law Offices; secured recognition of Child Protection practice as a legal specialty in Connecticut; helped develop and deploy a streamlined Case Assignment, Managment and Billing Data Base System specifically for child protection work; and improved the quality of legal representation through increased compensation, training and supervision for attorneys, as well as providing a competetive contracting process. As Chief Child Protection Attorney I engaged in policy advocacy at the federal and state level, provided trial skills training, and oversaw the administration and supervision of the attorney contract system in juvenile court, child support proceedings, and attorneys for minor children of indigent litigants in custody proceedings.

December 1993I started in the Worker's Compensation Dept. in 1993 and transferred to the Child Protection Dept. where I remained for 9 years. I spent two years practicing Civil Rights & Torts litigation until I took a leave of absence in March of 2006. Currently, I have returned to the Child Protection Department and am responsible for Special Projects. I represent the office on various policy related committees and workgroups and handle a varied caseload, including appellate work, federal and state civil litigation and the prosecution of neglect and abuse cases.
